How the voting guide works

Everything the voting guide shows can be checked. This page explains where the statements come from, how we determine the parties’ positions and how the result is calculated.

This page is a translation by Stemgids Hilversum. The official information is in Dutch; if anything differs, the information from the municipality applies.

Independent and not official

Stemgids Hilversum is an independent initiative. It is not an official voting guide and is not affiliated with the municipality of Hilversum, the municipality of Wijdemeren or any political party.

The voting guide does not give voting advice. It shows which parties share your positions, and where those positions come from.

The statements

Every statement comes from a vote in the municipal council of Hilversum or Wijdemeren: the statement follows what the motion, amendment or council proposal said. That way it is certain how each council group voted.

We drew up 38 statements. The voting guide contains the 18 statements for which we know the position of most parties. A statement on which only one party has a different position is dropped: it shows little difference between parties. In addition you get two statements about where you live: Hilversum or the villages of Wijdemeren.

Every statement is also available in plain language, with a short explanation that shows both sides.

The parties’ positions

For each party and statement we look for the position in this order. The first source that gives a clear answer counts:

  1. The party’s own answer to our questionnaire.
  2. The 2026 election programme.
  3. How the council group voted in the vote the statement comes from. A party only gets a position if all the council groups it comes from voted the same way (for example for PRO Hilversum: GroenLinks and PvdA).
  4. The 2022 election programme, for parties that do not yet have a new programme.
  5. Only for parties with few known positions: the national party’s programme for the 2025 House of Representatives election, and only on topics that programme clearly covers, such as nuclear energy, wind turbines, natural gas and reception of asylum seekers.

A reading of a programme only counts if it is clear. We leave out doubtful cases: the party then has no position on that statement.

Every position shows its source: the quote with the page from the programme, or the vote in the council with a link to the council. Positions the party has not yet confirmed itself are labelled not verified.

Which parties are included

A party is included in the voting guide if we know its position on at least 5 of the 18 statements for everyone. With fewer, a match says too little.

The table shows for each party how many positions we know and where they come from.

The ranking

For each statement we compare your answer with the party’s position: the same answer counts for 100 percent, one step apart (agree or disagree against neutral) for 50 percent and an opposite answer for 0 percent. The percentage is the average over the statements.

We only count statements on which you gave an opinion and for which we know the party’s position. How many that is, is shown for each party (“10 of 18 statements compared”). Topics you find important count double.

You can choose agree, neutral, disagree or no opinion. Parties do not say whether they strongly agree either; that is why there is no strongly agree or strongly disagree.

The compass

The compass works like the Kieskompas: two axes, left – right (mainly money, taxes and care) and progressive – conservative (mainly climate, nature, traffic and reception of asylum seekers). For each statement we recorded which way agree moves and how strongly; this is shown in the table of statements above.

A party’s place is the average of its positions on those two axes. Your place is the average of your answers. For parties with few known positions, the place is less certain. These are local topics, so a party can be placed differently than in a national voting compass.

The ranking and the compass are two different ways of looking at your answers and do not have to match: the party at the top of the ranking is not always the one closest to you on the compass.

Your answers stay on your own device. They are only kept in this tab, so you can continue if you briefly visit another page, and they disappear when you close the tab. The share image is also made on your own device.

We do not use cookies, do not store IP addresses and do not count answers.

Something not right?

Parties can confirm or change their positions through our questionnaire; their own answer then takes precedence. If you see an error in a statement or a source, we will correct it.
