Voting in the council

How did the parties vote in the municipal council? We collected 3,351 votes in the councils of Hilversum and Wijdemeren, since 2014. The tables show how often two parties voted the same way: 100 means always the same, 0 always the opposite.

Contested: at least one party voted differently from the rest. With “all votes”, proposals that everyone supported count too. All parties then look more alike.

How to read the table

Parties that govern together (the coalition) often vote the same way, because they have made agreements in a coalition agreement. A high percentage therefore does not always mean that two parties hold the same views.

A party group that was formed later, for example because a councillor split off, has fewer votes. See the table below for the numbers.

The council groups of 2022 to 2026 are not exactly the parties standing on 18 November. The last column of the table below shows which party of today belongs to which council group.

How we count

Both councils record how each councillor voted in every vote: Hilversum since 2020 in iBabs, Wijdemeren since 2014 in Notubiz. That is where this data comes from. For Hilversum from 2018 to mid-2020, and wherever a vote is missing, we read the list of decisions of the council clerk. It names the parties that voted in favour; parties not mentioned voted against. We check every vote taken from a list of decisions against the totals given.

For each vote we look at the share of a party group that voted in favour. If a group was split, that share counts: if three of five members voted in favour, the group counts as 60% in favour.

Proposals adopted without a vote count too, together with the parties that asked to have it recorded that they were against.

Votes about people (such as admitting a councillor or an appointment) and about the order of the meeting do not count.

For the Hilversum council meeting of 1 February 2023 it was not recorded which party voted how: the list of decisions only gives the totals. Those votes are in the list, but do not count in the tables. For Hilversum in 2014 and the first half of 2015 the clerk wrote the results as running text; those meetings are missing.
